To develop project planning strategy and design:

1 | To work on specific multiple projects as required by the business managers in Banks Property and Banks Homes Divisions, which will be commensurate with your skill level, experience and complexity of project issues to be addressed. This is likely to involve multiple complex projects and require the preparation of appropriate applications and securing relevant approvals and consents.

2 | To work with individual project teams to develop the planning strategy and project design to best achieve viable planning success.

3 | To develop the strategy, co-ordinate and prepare for planning appeals, including all statements and if necessary, to act as an expert planning witness at Public Inquiries.

4 | To monitor, report and prepare responses to national and local authority consultation papers.

5 | To carry out research and report on development issues associated with the company’s business activities.

6 | To undertake site surveys, record and report on observations and relate to planning policy, guidance and issues.

To work with the relevant Banks Business Directors:

7 | To provide planning assessments and advice to the business teams.

8 | To work with the business teams to assist in new site identification through analysis of opportunities and constraints, undertaking & commissioning research.

9 | To monitor and liaise with planning authorities over their preparation and review of Development Plans and associated documents and to make appropriate responses to ensure that the company’s projects and activities are represented.

10 | To help shape detailed design, secure exit strategy, and monitor on-site activities to ensure compliance with planning & related requirements.

To work with Local Planning Authorities & Communities:

11 | To liaise with planning authorities, key agencies and other consultees ensuring that their information requirements are met and to secure their support for Banks Property projects and activities.

12 | To assist in community liaison, attend exhibitions and meetings in support of the company’s development schemes.

13 | To develop lasting relationships with planning authorities and other organisations with the aim of widening and maintaining our information and contacts base to support the company’s activities.

To manage effectively through appropriate leadership and use of systems and standards:

14 | To actively promote the Planning and Development with Care philosophies and ensure compliance with the Company Values, systems and procedures. To assist the Planning Director to update relevant parts of the company’s approach as appropriate.

15 | To work closely with Project Managers to provide specific inputs into projects in terms of planning strategy, timescales and viable programmes, and likely planning related costs .To project manage specified projects in accordance with the company’s project management system as required by the Planning Director.

16 | To prepare and complete the required planning deliverables (reports, planning applications, environmental assessments, appeals and representations, etc.) in accordance with the Banks style and secure the relevant satisfactory output (determination, permissions, consents, allocation, etc.).

17 | To promote the reputation of the Banks Group to ensure that we are regarded as a first class company.

18 | To procure and manage consultants, working in planning, architecture, environmental and research areas e.g. planning lawyers, planners, highways consultants and environmental consultants.

19 | To lead, manage, mentor, motivate and be responsible for other staff (e.g. Graduate Planner and Student Placements) who may report direct to you.

Fundamentally contact will be with the Principal Development Planner (Property), Graduate Development Planner(s) (Property) and Placement Student Planner (Property), Head of Development (Yorkshire), business managers in Banks Property and Homes Divisions, and the multi-disciplinary project teams. External contacts will be with Local Authority personnel and associated with local environmental, highways, property and housing interests. Attendance at community exhibitions and meetings will also be required in support of projects.

Your time will be divided between office-based and out of office activities through project and business team working, and meetings with external bodies and interested parties such as LPAs, consultants, surveyors and communities. Work cycle periods will be driven by planning deadlines and committees, and company project reviews and milestones.
